Not sure I'd call that a "shallow" grave. Certainly, it's not the traditional six feet, but this still looks to be a good four or five feet deep. I typically think of a shallow grave as a minimalist affair, basically only deep enough for the body to fit with a relatively thin layer of soil above (so, one or two feet).
Of course, another use of this is implied by the name -
purification grave. Consider a setting where a church maintains such, and those afflicted with supernatural afflictions (maybe even some natural ones) can - for an appropriate donation - lay in such a grave to be purified and healed. Perhaps it even heals wounds and the like, functioning like an Inn from a JRPG.
