Because of the Mounted Combat rules' list of options for mounts:

The options available to a riding animal are:
a. Move up to its full MA.

Options (a) and (b) are not available to a riding animal which is engaged.
Of course, the mounted combat rules are a bit basic, and are mostly assuming horse-like mounts on the ground.

So when those rules mention casters riding, they specifically are talking about horses, which as above are not allowed to dodge. If you are on a flying mount that is allowed to dodge, then your GM might want to consider whether or not there's a penalty for casting spells while riding a dodging flying mount, or not. I'd tend to think it would cause some penalty-worthy and maybe even roll-to-do-it-worthy distraction, and perhaps also you might want to hold on with your hands, somewhat reducing the spells you could cast while doing so.
