Thats Simple , it is a Disade the Most Normal would have. Cold Blooded Killing is polulation wise rare. it would be more common the Sense of Duty (Friends and Familly)
But I just not somthing... You Can't really have BOTH reluctant killer, and Cannon Harm innosents. the later is more a stonger vertion of the privous.
