I would (and have) allowed quite a few skills for simple machines. Or no skill (or even roll) at all in many cases. E.g. Sailor. Shiphandling, Freighthandling, Engineering (Mechanical), or (Civic) (at TL 5 or less) should be able to rig block and tackle. Forced Entry definitely includes using a lever to pry. Just IQ or even no roll at all for ramps or levers in many cases, etc.
