That's a good starting point at least. Something like:
Damage Reduction 100 (Accessibility, Only on 100 points of damage or less, -20%; Cosmic, Round Down, +50%; Limited, Not versus x, -10%) [180].
For and HP 10 entity, which is probably where you'd start if extrapolating a fixed cost.
