Fair 'nuff. Take Daikakuji Guyot: close enough to Hawaii to have pleasant weather and commercial prospects, but probably still in international waters. Its flat top is almost 1,100 yards underwater, so you'd need a base (1,100 x 20) or 22,000 yards wide to support the usual shield volcano. That's (22,000 / 2) or 11,000 days of magical effort with the Volcano spell, or a little over thirty years.
