Well, the lower the tech, the more likely it is to work in more places. In Rustic, electricity is a superscience! It looks like most TL8/9 works in most places--but some TL 9 doesn't.
Incidently, you don't necessarily need to steal high tech power cells to run stollen gadgets; they still use electricity. They might not be portable any more, but if you cna figure out what they need, you can supply it. (Like Grantville in the 1632 series used up-time tech with much clumsier, heavier batteries.)
