Anyone can easily get their hands on a vehicle; look around a city and it's easy to find bikes, just be sure to pedal fast in case someone else wants it. Motorized transport is harder to get your hands on and especially power, you need a generator for electric cars and hard to find gas for non-electrics. Some have had success with nuclear batteries scavenged from robots, and there are always stories about people who've persuaded a robot to let them ride around, but this is rare.
