So, assuming the United States qualifies as a a "most advanced nation," and widespread deuterium-hydrogen fusion power is a hallmark of TL9 (G: Basic Set, p512), then it's problematic to assume accelerated construction of fossil-fuel plants.

In 2039, a breakthrough was achieved in controlled fusion at the Cadarache facility in France. Three short years later, under the supervision of the Sada Corporation, the first fusion power plants were constructed. Despite the obvious and immediate threat the climate crisis posed, the [RECORD DELETED] Administration remained inflexible and refused to authorize the construction of Fusion Power plants. While they cited the strategic threat of importing fusion reactors could pose (i.e. from sanctions and trade embargoes), critics suggested that the real cause was the need to protect the fossil fuels lobby. China and other developing nations used this to excuse their expanding fossil fuels consumption, which fed Russian imperialism.
