The above sounds about right to me. I'd say that the Callous PC will focus its efforts on the needs of its beneficiaries that do not involve pain and emotional distress, which would be good for the usual -1 reaction if the beneficiaries were NPCs because failing to give someone a hug because you were buying them groceries really isn't all that awful.
