High Manual Dexterity in the Basic Set is basically Hand DX, and is priced at 1/4 of regular DX (5 points/level). So you could price Hand ST at 1/4 of regular ST, or 2.5 points/level.

You could also think of High Manual Dexterity as being priced at 1/3 of regular DX, as DX without the increase to Basic Speed is 15 points/level. Using that as a baseline, Hand ST would 1/3 of regular ST, or 3.3 points/level.

I'd say splitting the difference and just calling it 3 points/level is probably good.

EDIT: The same could be applied to Super ST; price Super Hand ST at 30% Super ST's cost.
