I think of the racial starting attributes more as a guide to large-scale statistical differences between races, than something that drastically affects individuals. Sure, the average elf is 4 points weaker than the average dwarf, but that doesn't mean your elven warrior can't bench press more than his buddy, the dwarf wizard.
Also, note that goblins start at IQ 10, meaning the very dumbest goblins are exactly as smart as the average human. To me, this is a clue that goblins, as a race, wield IMMENSE wealth and social power, thus compensating for their dinky physical stats. I'd definitely consider giving goblin PC's extra starting cash, to reflect this.
