A disadvantage like reluctant killer I would usually give to someone who has been in the position where they have had to kill, and they realize that the thought of it is disturbing afterwards - so a non-adventurer or non-hunter for instance couldn't have "reluctant killer" - they aren't ever in a posiiton to need to make that choice - so it is more of a quirk level disad for them.

Act it is a Valid disadvantage, for Adventures as it does limit your options. Though I encourage my players to Take Can not harm Innocents, simply because I prefer those type of characters in my games.
