Yes, and I think it would be legit to give an Accessibility limitation, on that portion of the cost of the enhancements, that only applies when the Power Blow works. I'd call it -20% for combination of FP requirement and skill roll.

EDIT: Also note that you could have enhancements on only part of the ST-based damage, frex, Armor-Piercing (2) for the first two dice would let a 4d attack penetrate DR 20 on the average roll.
