I'm pretty sure firing wildly into a crowd while running the other way isn't actually an all out attack... Lets call that move an attack... its just in a crowded environment the result is close to suppression.

Hua sprays bullets while dashing and flipping through the crowd. There is shouting as people are hit*. She sees people swinging hard at places they thought she was: only acrobatics are keeping her from actually being targeted. She hasn't run into anyone, at least not hard and from the front.
* five of them, though I don't know that anyone has the situational awareness to actually know this.
