Yes.
I'd go with all cycles and sidecars automatically come with Windshells as part of their construction with the stated benefits and you can then streamline them again. Armor just makes the Windshell stronger. Jettison the rules about being able to jettison the Windshell as it is an integral part of the vehicle build.
