1. They've already got droid brains. In the Republic/Empire's society it would simply be pointless to grow an organic droid brain. It would be an inferior version of the thing they've already got. However I could see it happening with some other culture with divergent technology.

2. They've already reactionless drive. It would be an inferior version of the thing they've already got.

3. We have no idea how Star Wars power generation works anyway. Micro-black holes as a new superweapon strikes me as something that would fit into their setting just fine.

4. Droids can already predict what people will do.

5. Thought activated computers seem totally pointless.

6. The Republic does not have the biological science capability for that sort of thing. Other cultures might. Of course since there are no planets that have low oxygen...

7. Already exists in for example that guy on Cloud City.

8. That's the kind of that Star Wars would probably turn to the Force for.
