Does this mean that if a person with 10 ST attempts to parry a 3 pound weapon, they have a 1 in 6 chance of breaking their hand automatically? And if that someone attempted torso parry against a 30 pound weapon, as seen in the martial arts book, would they have a 1 in 6 chance to cripple their torso?

No. While it's an interesting idea, the "virtual weight" of limbs is only used when determining if they break the target's weapon. The chance of injury to a parrying limb is covered by the unarmed parrying rules, which let an attacker freely strike the parrying limb if the defense fails (B377). The defender also has a penalty against swung weapons unless using Karate or Judo. This is expanded on in the Harsh Realism for Unarmed Fighters optional rules (MA124).
