There are rules in
Thaumatology (p. 29) for basing magic off Per rather than IQ. It actually tends to produce thematically better mages than IQ-based magic in my opinion (it avoids the 'every mage is a genius' problem), and it allows for animals having effective magic. It also makes it worthwhile to design characters around the ritual magic rules (as the benefits of ritual magic outweigh the costs).
