Affliction: Based On Intimidation (Own Roll), +0%; Based On Will (Target Roll), +20%; Disadvantage (Compulsion: Attack me on sight!), +30%; Malediction, +100% [25]

This becomes a QC of your Intimidation vs their Will (Rule of 16 applies!). Feel free to pay the extra points for higher levels of Malediction, add Area Effect for a Mass Taunt, and, if your GM allows, Cosmic: No Rule of 16 +50%. Note that the Compulsion is based on a Self-Control roll of 6 or less. I believe there are rules for having no Self-Control roll allowed, and you can use that pricing if you don't mind the extra points cost.
