Rations Spoiled on One Person
 

So, when Rations Spoiled was play, there was only one person with a steed. So, does Rations Spoiled destroy that steed or is the munchkin safe from the effects since he's the only one affected by the curse?

In essence, does "low roller" mean there has to be at least one other roller to compete against, or does only one roller automatically make him/her the low roller?

If there's only one person with a Steed, that person is automatically the low roller, the high roller, and everything in between.
