diplomatic immunity
 
The card says "use during any combat,after you agreed to help... even if it is alredy clear that your side has lost.you may back out of combat without suffering any bad stuff usable only once"
now my question is can i use it if i cant defeat a monster if no one is helping me and not suffer the bad stuff or can it only be used by another player wo decided to help you then wants to back out ?

The answer is right there in the card text; "after you agree to help". You can't play this on your own combat, since you can't "agree to help" yourself.
