Neck Snap with legs?
 
If the character is hanging from a suitable spot (such as pipes on a ceiling), can they use their legs to "neck snap" an enemy?

If they had training in such a technique - sure, why not.

Mel Gibson played a character that can do that trick.

So does Naveen Andrews on "LOST".

RAW, I think you're right, but I would rule that you'd be -2 in the contest, but would do damage at +2 St, just as though Neck Snap were based on DX.

This is excately what MA rules about "lower body" versions of techniques like arm lock, head lock, leg grapple, choke hold etc. There's a nice box with these rules, IDHMBWM (or rather: IDHMBWMThey'reInTheCar) so page number is unknown to me, but it should be easily found in the index.

That'd be a truly terrific wrestling finish move, like in the old World Wrestling Federation Action Game!

Funny. I just had an NPC do that to another NPC recently in a (non-GURPS) Star Wars game. The two Jedi PCs had captured a lowly tech (tied up) and a Stormtrooper (in binder cuffs...why does a Jedi have binder cuffs?). The tech was scared to death was going to talk. Jedi leave to the bridge to discuss, peeking down the hall every few seconds to make sure nobody's up to anything. Suddenly the stormie rolls back, flips up his legs and grabs the tech by his neck. SNAP. No more stool pigeon. "THX-1138, Joker Squad, 407th Stormtrooper Division". LOL. One of the Jedi nearly gave in to the Dark Side.

I handwaved it - there ain't no rules in D20 for this kind of stuff - I just rolled to hit and did damage. Figured the guy was at least as good as a well-trained modern SpecOp type person and could pull it off against a non-combatant. So, I'd like to see how it would work in a system that can probably actually model it with game mechanics.

IDHMBWM either, but IIRC, the box says that specifically legs are +2 ST -2 DX, but I don't think they anticipated that this makes leg based neck snap an unbalanced uber-technique. Hence my house rule that the -2 DX for using legs translates to the ST based skill roll to use Neck Snap.

True...and considering the relative difficulties involved in getting your legs into position around their neck in the first place...

But still, +2 to the contest and Swing damage at +2 ST would make this SO much better than any other unarmed attack for a relatively minor investment.
