Perks are trivial advantages. : grins:

Culturally specific while being limited to only certain status bands even with those cultures, and it wouldn't be a penalty in military contexts. I'd make the character buy the reaction penalty separately as a negative reputation in those contexts and for those people that it would give a reaction penalty with.
I'm not comfortable assuming those contexts are relevant to any given campaign and so they should be accounted for separately.

That implies a reduced sense of taste or perception. Either/both of those would be separate traits with their own point values.
