That's effectively One Task Wonder for Singing, but Singing is an Easy skill - one point already gets you HT level, for all songs. Maybe HT+4?

Good point. Maybe HT+2, in keeping with the +1 to +2 bonus usually afforded a Perk?

Take It From the Top
You always manage to catch an event from the very beginning without fail. Watching TV? You tune in just as your show is coming on. Eavesdropping on the villain? You catch him just as he begins to explain his fiendish plot. Conducting surveillance? you point those binoculars at the crime right as it goes down. This perk may backfire if what you're looking for is a small part of the event: if you're watching the TV show for a specific reference, said reference may be buried in the middle, forcing you to wait for it.

Name That Tongue! You can generally identify a spoken foreign language even though you may not be able to understand or speak it. For example, you hear someone speaking Russian; you immediately identify it as Russian although you have no idea what the speaker is saying. The GM may even allow you to recognize a particular dialect within the language although you'll still have no comprehension whatsoever.

You can craft written materials (letters, books, even notes to school) to have the most relevance and appeal to the intended reader. Note that this may be in polar contrast to any social ability you possess.

You can, at a glance, pronounce even the most difficult words correctly, even those you haven't previously been exposed to. This is mainly impressive only to scholars and scientists.

It's also a lifesaver for broadcast newsreaders.

That may be, but I've yet to see a broadcast newsreader - even those supposedly native to the area - pronounce a town near where I grew up accurately: "Aquishicola", the accent is supposed to be on the "Aq" and "shi" parts, but newsreaders consistently place it on the "qui" and "co" parts. ;)

I'm pretty sure it's a perfect perk, or maybe a little low. Consider that Regeneration (Slow; Radiation Only) does even more for only four points. This doesn't alter your radiation healing rate, doesn't mean you start healing immediately upon recieving a dose; it only means you heal totally, and don't suffer the permanent accumulation. You could consider it a Rules Exemption perk, or just an extremely limited form of Regeneration (more than enough to bring it to a single point).
