In Europe (in Italy at least) there are a lot of regulations and licences, and all grant some advantages: I allow characters to buy mundane perks to obtain specific background options:
Gun Licence: the character has a valid gun licence to store and use guns under the current regulation.
Hunting Licence: same but for rifles and hunting equipment.
Press Licence: the character is a registered journalist with all the according benefits.
Relative in the Trasportation business: free lifetime transport in the mass transit system of a city.
Double Citizenship: as it sounds
VAT ID: the character holds a valid VAT identification numer
There are many other but thers are the most game-useful.

I don't know much about the combat rules admittedly. I envision it as keeping the gun from digging into the user when it fires, which would allow weak users to handle things like magnums and desert eagles without soreness afterwards.

probably reduce all recoils to 1 considering that 1 is the "no recoil" number which was referenced I believe in High Tech.

Recoil doesn't work like that in GURPS. What you want is ST-only for wielding guns.

+2 to ST for the purpose of fulfilling the ST requirement of a gun sounds like a decent perk.

Self-Adjusting Bows

Normally all bows have a ST rating, and you have to match your ST with the bow. With this perk, it's the other way around. All bows adjust to you.

That is known officially as Fertility Control, explained in GURPS Bio Tech.
