I'd call it between a -5% and -10% limitation on Blindness, myself. It's not a huge reduction in how much the blind character is affected, but it is significant enough to justify a limitation rather than a mere perk.

As long as it doesn't do anything useful. But I suspect most players will insist it allows them to tell about where foes are or something, in which case no. Using the RAW I'd probably make you buy Vibration Sense with suitable limitations for that.

Stage Presence: You can capture -- and hold -- an audience's attention through a performance, lecture, etc. Note this perk works even if you're completely untalented, in which case they won't think any more highly of you but at least they won't walk out/away in disgust. Adds +1 to a performance-related skill that you already have.

Scientific doublespeak. You can impress the uneducated with techno-babble. This adds one point to any acting roll for appearing as a scientist but only against those not knowledgeable in the field you are using.

Try this:

Stage Presence: You gain +1 to a single performance-related skill when performing for a crowd of 10 or more.

Isn't that still the vast majority of stage performances? Who performs for 3 people?
