Not completely useless, but the chances of actually getting a benefit from it seem kind of remote ;)

Calls for aid, meetings between spies over radio (but still within sight), as a television news or home-shopping presenter, or as a public speaker of any sort are the first things that come to my mind.

If you think it's too weak, then decrease the range to "10 footer" or "20 footer." The concept is the same. :)

Epic (Skill)- If undertaking a task with a total modifier of -20 or more, you get +3 to skill

I have went through this post and several others to create a list of Perks. I originally did this for my own benefit so I did not include all of the ones that were listed. I did get 95%+ of them though. If I noticed something was repeated, I tried not to add it although some duplicate with another name may have made it through. There are over 300 total.

To wit: several people listed the "tough skin on your feet" Perk which I, my mom, and all Hobbits share. I started chuckling around page 3.

Other Perks (Tie Breaker, Hadouken, and so on) have been shown by posts to follow to be too powerful to count as Perks.

Seems awfully all-or-nothing. I'd be happier with reducing total penalties by 10% (round down).

It was originally a +1 bonus for -10 or more in difficulty penalties, but I settled on the current version because it makes a penalty that would totally obscure a skill level of 20 as possible, albiet on a maximal roll.

Furtive Fingerwork- You are inaudible when doing technical tasks which make liitle noise like lockpicking, typing etc
