These totals tend to be low by definition so despite its versatility, it is not as unbalanced as it seems on "paper".

SOP What's That? If you have the proper skill, you do not have to ask the GM for a Recognition roll when confronting something germane.

I'd think it fine if it was specialised by particular skill. +1 to a skill when your skill is the lowest in the party doesn't seem like an unbalanced bonus.

Then it would often just be more useful to spend the point on the skill proper.

Except you often need four points to raise a skill. The perk allows you to get some benefit without putting a full four points into raising the skill.

It's basically cool for defaults (worth around [5] for a full low skillset), but meh as you spend points on them.

Skill Adaptation (Paramedic)
Prerequisite: 10 points in bio/medical traits.
Your ability to Stop Bleeding defaults to First Aid even for skull, arteries etc. Your can also default Trauma Maintenance to First Aid instead of Physician for the first roll.

This perk is there to solve the issue with the relative uselessness of characters with 12+ points in First Aid but not Surgery.

Agreed: It's Basically Jack of All trades (Only if someone in group has skill -20%) [8/level] because you probably won't increase your skill if other people have the skill. And +1 to all skills you have (only if they have the skill at higher level -5-%) [20 points??]

Even Dabbler gives, at most, 2 half-points = 1 point divided into two skills so I agree it's not great

I am unconvinced of it being not bad on paper

And the SOP is way too powerful. I would say it requires skill 16+ in the skill in question at least.

"Owns a web site."

This is a common perk today. While you can buy a web site with money, this perk includes a certain number of dedicated viewers and subscribers. The subscribers pay for the site's logistic requirements. I haven't placed a point cost on this as an advantage... figure use something like the allies advantage but with a (1/5th) point cost reduction for 'fans' (similar to favor). But as a 1 point perk, it works as is.

It can serve as a plot point for introducing new contacts, missions, allies, dependents, enemies. etc...

I have several characters with the 'owns web site' perk

One is a warping thief that films herself popping into bank vaults, jewelery stores, museums, etc... and stealing stuff. She then uploads the video to overseas servers and links to it on her web site.

An other character is a stuntman who performs crazy motorcycle stunts and films himself doing it.

One player in my campaign is a faith healer and he has a web site that shows his nation wide tour schedule and testimonies of people that he has healed. (His enemies track him through his web site, too)

But does it make sense to pay a CP for something you can buy with a relatively small amount of money?

The perk is intended for the owner of a frequented blog, forum or so on, I think. It includes its visibility and renown.

Purchasing a site with established traffic is also possible and not uncommon.
