I am not sure. If the evildoers submit and surrender, turn away from Evil, and embrace His faith, He - being infinitely merciful - might permit them to do penance and worship Him instead. OTOH evildoers are not really known for being that sensible, so it may well be necessary to take action to comprehensively and completely stop them from doing Evil. Though of course it will first be necessary to find and identify those who steal the rain clouds He sends towards Oz as well as the blue skies He sends towards germany first.

Thereīs no contradiction in it - Kromm, being tolerant and merciful - may His polyhedral gall stones be praised -, accepts and embraces all those who mean to repent even if by means of brutal carnage, given the said carnage is a willing tool of the greater good. Then they already are walking the True Path of Enlightment, Kromm-style.
