Strength, Templates, and No Fine Manipulators?
 
If I have a racial template - for a dog, say - that includes

ST -6 [-60] and
No Fine Manipulators [-30],

it seems incorrect to buy ST back up at the -40% for No Fine Manipulators....

I shouldn't have a strong dog with

ST 6 [-48]

(i.e. ST -6 [-60] plus ST +2 (No Fine Manipulators -40%) [12])...

Right?

However, if I buy just Striking ST +2 to get that dog's attacks up from ST 4 to ST 6, do I pay Striking ST +2 [6] or Striking ST +2 [10]?

I feel like this should be obvious to me, but it's ... not. A little help? Thanks!

Value the reduced stat in the template including the NFM (-6 x6), not at base cost (-10 x6). That way, it's the same cost when the strong dog buys it back up.

I don't think that's right, either, though. The ST 4 dog only gets 36 points back but has a basic lift of 3 and 4 HP - and takes a yard of knockback for every 2 points of damage, etc.?

Given that NFM gives a discount on both ST and DX, and applying it to your base 10 of each results in a computed point value of [-120] for NFM, I assume that it's not intended to be applied to ST or DX below 10, and for consistency in cases like striking ST, also only applies if the final striking ST is above 10.
