Proper application of cosmic modifiers
 

When selecting the cosmic modifier for a single non-attack non-defense ability, does a single application of cosmic pay for all of multiple bypassed restrictions, or does each restriction thus bypassed count as a separate application towards which cosmic must be purchased?

The latter. I've seen cosmic modifiers add up to 300%

Usually the latter, sometimes the former. Look at adding Cosmic to an Active Defense. In that case it bypasses three or four things with a mere +50%. In the end, I'd probably just state the former for all house-ruled things since it's on the safe side.
