[Spells] A question about Noise spell
 

Description states, that use of IQ skills is distracted or gets a -3 (or both). What does distracted part means though? I don't believe it can mean that Concentrate maneuver is completely impossible, since it would make stacking with the penalty impossible.

1. Does it mean that Will rolls are required to keep doing the IQ-based task? How often? Every second?
2. Does it mean that self-control checks are in order for disadvantages that can go off under stress?
3. Both of the above?
4. Something else entirely?

I believe that's a reference to Distraction and Injury on Spells page 8-9.
