All the higher levels include delivery only to the US. Can I upgrade to a higher level if I pay the additional shipping costs?

We do not ship crowdfunding projects outside of the US these days. If you wish, you may choose to use a fulfillment service and have the packages delivered to a US street address.

Backed $6. Would have backed more if there was the usual "get X dollars worth of GURPS PDF" option.

Very understandable, but looking at the $'s/pledge vs the previous Pyramid Scheme, that decision might have cost $15,000. I was looking for that deal too, and ended up giving $6 instead of $50 or more.

Just giving my perspective, not criticizing anyone.
