Munchkin bosses

With the new expansion pack bosses. There are enchanters that +8 etc to monster level and then the bottom of the cards say minimum monster level 15 etc. does that mean you flip doors till you find a monster at least 15 or would the card effect not happen if you flipped a monster below the minimum level?
