Maybe Keyboard Bond would give a +1 against time penalties. So if using the -1 per 10% you can hurry just like having a level in Efficient. I'd let it stack also.

I would hesitate to let Equipment Bond stack; for so many kinds of equipment it's harder to see a skill that can reasonably be given that high a bonus. Even +2 is equivalent to using Fine equipment. If you want faster typing I'd call for taking the Efficient perk. That would get you up to 30% faster, which would take you from 50 to 71 WPM.
