Manchkin vs Ghoulfiends

Good afternoonб friends! Please help me)
When Manchkin must win a monster with only his number of levels (for example, Ghoulfiends), can other players to prevent the Manchkin, play cards for lowering his combat force? Will it make any effect?

Could they play them? Yes, however it will have no effect. Combat strength is not the same as levels.
