I have a question about how this card should be played as it caused a group of six some trouble last week that continued in to the weekend.

The group largely split along two lines for this card, which I will paraphrase for a 6 player game:
  1. Group 1 - Believes the card's reading indicates that the player must shift a card to every opponent in order to receive their bonus. This means that if you're playing a 6 player game, you must have and shift 5 cards (one to each opponent) in order to receive a +10 bonus from the shift. If you do not have 5 cards, you cannot activate the bonus.
  2. Group 2 - Believes this card allows you to shift a card to any number of opponents, one card per player, to receive a bonus of up to +10. Alternatively, we're willing to accept Group 1's reading of this rule as long as not having 5 or more cards does not stop receipt of the bonus (for instance, if the player using this card only has 3 cards in his hand, he would receive a +6 bonus)

I couldn't find any rulings on this card and that could be because our group is rule lawyering too hard and the meaning is obvious, but here we are. What says the Munchkin community?

The way it is worded, group 1 is mostly right. The card doesn't say that every opponent must receive a card so if your hand is smaller than the number of players, you can still activate the ability.

Just be aware that Munchkin, including Spell Skool, is designed for 3 or 4 players. If you are playing with more than 4, you are outside of the designed ruleset.
