Trap Card
 

So, if a Trap Card can be played at ANY time - does that mean that it can be played right until a player ends the game - and can it be played just after a player thinks he/she won the game?

No. Once Combat is over for the win there is nothing more that can be played, unless a card specifically states otherwise.
