Discarding cards
 

Can you discard cards because you can’t use them but also because you don’t want your enemies to be able to use them?

I know that there’s the charity rule where you give your excess of 5 cards to the player with the lowest level, but can I discard a card if I have less than 5 cards so that the charity rule doesn’t apply?

No. Just, across the board, no.

There wouldn't ever need to be a charity phase if you could just discard at will. The point of charity phase, along with hand size limits, is to move cards around, in particular to those lagging behind a bit.
