I just rule that the staff is no longer active when the wizard dies.
Mostly because when the wizard is alive they can just make a new one with the same abilities (not charged though).

Why should your "fix" be much easier than Dissolve Enchantment followed by the Staff spell?

So 'staff creation' works differently in my game, but if I was using the Legacy STAFF spells I think my preference would be to make this harder. I would make the ST cost 5 per level of the STAFF spell on the object, for example.

A few thoughts:
  • To research or learn such a spell would require killing how many wizards?
  • The question I always ask is, "How would this spell make the game more fun?" and I'm not sure I have an answer in this case.
  • What does it mean to be able to use any spells that are on the staff?
  • It seems like a spell that a character might learn and then never use for a long time. Perhaps the most practical application would be to find the staff first and then learn the spell.
  • Decide whether it can be cast from a book.

Here is a thread I created involved something like this:
Mimic Owner Password

This spell allows the caster to fool a dedicated magic item into 'thinking' it is the creator/owner. This allows the caster to pick up another wizard's staff without it exploding.

Why should a new spell that changes the limitations of a magic item be cheaper than the existing Limiting enchantment?

Good point.

If/when spells that break security measures are relatively easy and accessible, then wizards will tend to stop counting on those security measures.

If someone had a spell that could seize ownership of a wizard's staff, wizards who wanted their enchanted staffs to be safe (and not attract murderous looters) might tend to put Expunge spells on them that activate if anyone tries those spells on them (or tries to dissolve the expunge spell). The net effect being you've researched a new spell which only helps against people who haven't yet learned about it and done that.
