Cheat plus Friendship vs Raincoat
 

Please help resolve:

Player A is going for the win and winning by a lot. We have nothing to stop him. He has the Raincoat so no one can play potions against him. Player B wishes to use a cheat card to play the Friendship Potion.

Half of us believe he can't do this as the Cheat card is meant to allow Player B to play a card Player B would be otherwise unable to play due to his own restrictions. Since he can technically try to play it but have it rebuffed by the Raincoat, the Cheat card can't override the Raincoat as it is not Player B that is wearing it. The other half believe that the Cheat card does allow him to play it and override the Raincoat because the Cheat card says it allows him to play a card he otherwise could not play.

Help! 2 brothers are at serious odds over this. It could get messy...

The Cheat card cannot be used in the manner in which Player B is attempting to use it. It is designed to allow you to circumvent your own restrictions, not someone else's.
