Foof Gun and Duct Taped
 

If the Foof Gun and Laser were Duct Taped together, would the Foof Gun's "no level / no kill" apply for the entire item? (If you choose not to use it, it would be +0; but if you do use it, it would be +8 and no level / no kill?)

You nailed it -- if you use the Duct Tape to add another Item to the Foof Gun, the entire combined weapon is either used or not.
