4e Psionic Powers question

When grabbing the abilities from Psionic Powers, do I need to buy the ability and put points into the associated skill?

eg Do I buy TK Grab at X points/level and buy the skill TK Grab as normal for a Hard skill?

Yes. This allows you to vary your power level (e.g., the amount of weight you can lift with TK) independently of the finesse with which you can use the ability.
