Martial Artist's Power Blow Ability
 

From Page 33 of Adventurers:

You can draw on your chi to deliver devastating blows in melee combat. Each attack requires a separate use of this skill. Declare your intent and pay 1 FP before you roll to hit; roll against Power Blow after you hit.

Modifiers: -10 if used instantly, -5 after one turn of concen- tration, -4 after two turns, -3 after four turns, -2 after eight turns, -1 after 16 turns, and no penalty after 32 turns

So if we have the traditional situation where a party is standing before a door leading into an unexplored room, can the Martial Artist focus his Chi to use Power Blow on any foes discovered once the door is opened?
If the room is empty, does he still lose a FP?
Can he move into the room to get position on the monster, then use the ability?

Yep.

Yep.

He has to take the Concentrate maneuver, so I think he can only take steps. I wouldn't allow him to "hold" it and move around.

Follow on question.

DFRPG Martial Artist has ST 12 and Mantis Strike (+2 Striking ST). If he succeeds on a Power Blow roll, would it double his ST 12 to 24? Or ST plus Striking ST 14 to 28?

Or (ST*2)+2? Which in this case would be 26.

Striking ST is STR for all damage purposes. When you attack, your STR is 14. That 14 is doubled to 28.

This. Definitely. Those martial artists don't need to be nerfed.

No kidding. Without some game-altering house rules like the ones we play with, Martial Artist at even 250 points is 'DFRPG on hard mode.'

For damage I also allow it to multiply damage instead of ST if that is better

I'm kind of err'ing on the side of the martial artists, but I think that using the movement from all-out-attack or a move and attack (use heroic charge!) is possible while still keeping the power blow effect?
