mutilate the bodies card
 

This card allows you go up a level after combat - anyone's combat. But it doesn't say it's a single use card. It also doesn't say that the combat needs to come about any particular way. And it doesn't say anything about who wins or whether anyone ran away. So it sounds like I can just wave this card pretty much at the end of almost everyone's turn. Is this true? That would seem to make it the most powerful card in the deck.
