This is one nasty level 18 monster. I "will not pursue anyone level 4 or below except elves". I am a level 3 warrier so I don't have to fight him. Do I still get his treasures and levels?

You still have to kill the monster to get rewards. If you can't beat it, however, and must Run Away, you escape automatically if you're low Level (unless you're an Elf, as the card says). But you don't get rewards for Running Away.
