Farming tends to be relatively labor intensive, especially if you have free range meat. By TL9, you have vatgrown meat (called clean meat or cultured meat in real life) which uses a vegetable medium to grow meat (presumably, a population of live animals are kept in humane conditions to regularly replenish the cell stock). With vatgrown meat, you need comparatively little labor to make very good meat, so switching from vatgrown meat to free range meat would be a rather large increase in labor requirements.
