reverse missiles is extremely expensive though. a base 7 FP to cast means mages will want to wait until the last possible moment to cast the spell. Then you get 1 minute of fun time, plus however long it takes for your foes to check if bullets are still bouncing back. And the mage is burned out for the next half hour (unless you've got a good supply of big powerstones or some other auxiliary source of mana)

That's the thing that's previously made me most hesitant about doing something like this, but I think it makes for an interesting premise. If you ran with it you might come up with something interesting, like a world where Missile Shield means there's a niche for melee fighters at relatively high TLs.

It all depends upon how common the magic is. If it's rare enough, nobody will have heard of it (and maybe charge UB). Then, maybe have a few specialists. Every security guard nominally has H2H training, but it's no big deal. Highly paid ones might have good training. If it's common enough, there will me magi on the security side with counterspells. Or magical traps. Or... anti-magic bullets. Or... Something.

High TL + comfortable buys you a good size power item.

A mage ought to be a boon to any Action team. Illusion magic seems useful for infiltration, for example.

I was thinking that powerstone cost scaled with TL, like virtually every other enchanted item, but it doesn't. If you recalculate the labor costs in magic for TL8 you end up with each power stone costing $55 more per point. Which is not insignificant, but given the massive increase in wealth at TL8 more than makes up for that.

That changes the game, especially if signature gear gets involved.
