I am not planning, now, on introducing any authoritarian enemies for a group of player characters. I will probably keep to using monsters as the main antagonists, for as long as I can.

The advantage of authoritarian enemies is that it shapes PC's pose.
Who'd take away an old man's walking stick vs. a silver sword, etc. |

Hmmm. I'll have to give that some thought. I admit to having overlooked river travel as a location to fleece the players.
I'm definitely a fan of Raubritter in general though. The players often encounter them on toll roads. I found the Wiki on toll roads to be a good refresher https://en.wikipedia.org/wiki/Toll_road. Personally, I think digging down into how roads, canals, etc. are funded and built not only gives the world a bit of flavor, but it provides good scenarios too. |
